Project Background

Fort Energy Refining operates the 42 KBD Crude Processing Units (CPU) in Fujairah, UAE. The purpose of the project was to dismantle and relocate two Flashing Units, along with other key plant items, to a location where they will be reassembled and recommissioned outside of the VTTI terminal, where they will be reassembled and recommissioned. 

Challenges

The dismantling of the CPUs presented both technical and logistical challenges, particularly given that the units are intended to be reconstructed in the near future, and the timescale was critical.

The CPUs were located within an operational environment and therefore had to be adhered to at all times.

A detailed disassembly and match marking plan was required to ensure that dismantled units were preserved in a fit and stable condition for recommissioning and all the pieces of the ‘jigsaw’ could be easily identified for the next steps in the chain. 

Solutions

RVA, based on our experience of over three decades and delivering over 1,000 projects, supported Fort Energy with the following services and deliverables

Developed a robust dismantling plan which included the following items:

  • Detailed description and scope of work, and specification of requirements to clearly explain the need to protect and maintain the integrity of key plant items
  • Production of a project-specific health and safety plan with all supporting information
  • Production of a project-specific waste management plan with all supporting information
  • Advice was provided to Fort Energy on the selection of assets (structural, process and services) to be recovered for relocation and those to be consigned as scrap and replaced with alternative items on relocation
  • Supported Fort Energy commercial and contracts personnel in assembling a robust bid package for issue to the EPC contractor
  • Supported Fort Energy in identifying potential EPC companies that have the skills and experience to undertake the type of project:
  • Worked with Fort Energy in the development, management and assessment of a pre-qualification exercise to select EPC companies invited to bid for the works 
  • Support Fort Energy during the bid period, responding to any technical, HSE, commercial or programme queries
  • Provide support to Fort Energy and its subcontractors on isolation, decontamination and decommissioning procedures for the plant
  • Tender review and developed with Fort Energy a bid scoring matrix to include assessment of the contractor’s proposals
  • Make a recommendation of an EPC contractor to Fort Energy for engagement
