The old Powerhouse Site was identified as the initial idle asset to address, due to the high level of asbestos containing material (ACM) and the poor stability of the structure.
Recognizing knowledge gaps and expertise within the company’s existing resources, and the risks associated with the Powerhouse Site, Elementis identified the need to obtain a third party to manage the project. RVA had previously conducted work successfully at Elementis’ Eaglescliffe, UK site and was solicited to assist on this project.
Phase II of the project included the ACM decontamination and the demolition of the Powerhouse Site. Due to the severity of the ACM contamination and the poor state of the structure Elementis required extremely high HSE standards to be utilized. These standards far exceeded current US standards and required RVA’s constant attention to the practices at the site. RVA provided a dedicated Project Manager to ensure complete compliance with these high standards.
This project was managed to an extremely high standard with RVA working closely with ourselves and the contractor to deal with challenges as they arose and the ability to address those challenges promptly and to the satisfaction of all involved. Most notably, the project entailed nearly 26,000 man hours to complete over a period of 30 weeks, involved substantial ACM risks, required working with a marginally stable structure, and involved several high silo pulls, all without incurring a single Health, Safety, or Environmental incident.
I am writing this letter as a personal reference for the work completed recently and in the past by RVA at the Alcoa site at Swansea.
RVA were chosen to act not only as CDM co-ordinators for the project, but to provide a complete project management service covering all aspects of the work. They were chosen mainly due to their extensive knowledge and experience of the industry, but also because of their extremely professional approach and meticulous stance on health and safety matters. It was this serious consideration for health and safety as paramount that made RVA stand out positively among other bidders.
The resource base available to RVA is second to none with all engineers involved being highly skilled, professional, excellent communicators, and with a strong approach to health and safety
We were faced with a number of options of how to approach our site exit, and in order that we could make sound business decisions we required independent, reliable information compiled by an organisation with experience of complex decommissioning and plant recovery projects.
The fact that we came to an agreement with the landlord to negotiate a settlement and leave the majority of our assets in-situ, was to a large degree driven by us being able to assess the costs/time benefits that were developed in the Feasibility and Options study compiled by RVA. The selected result, delivering the optimum outcome for NILIT.
We found the RVA team communicative and helpful at all times and the fact that a UK company was providing services to an Israeli client, in connection with their German based assets, never became a constraining factor.
I would like to take this opportunity again to thank you and your team at RVA for the work that you have performed in clearing the Hallam and Central Melting Plant site here at Ilkeston. This is the second time that we have used your company and the service that we have received was exemplary. It is absolutely essential on any demolition project that health and safety is the priority and your team has clearly delivered in this regard. We have benefited hugely from the resource and skill that you have applied to managing the demolition project as this allows the team at Saint-Gobain PAM UK to concentrate on our own ongoing business.
Your teams are always of a very high standard and I have very much enjoyed the close working relationship that we have developed with RVA. It ensures that we at Saint-Gobain PAM UK are kept fully informed of progress and any issues arising on the site, and they have also been invaluable in keeping a close control on the costs of the contractor.
I would like to take this opportunity to thank you and your team for the work performed at Staveley. We have benefited hugely from the resource and skill that you have applied to managing the demolition project as this allows the team at Saint-Gobain PAM to concentrate on our ongoing business. We have been so pleased with the performance of RVA that we have commissioned there services of your team for the forthcoming demolition at our Stanton site.
We were delighted to have RVA as part of the team to deliver this project, acting in both a Project Management and CDM role. Key drivers for Acetate Products Limited included HSE performance, contract management, cost control and community relations. All of these goals were met, and we are delighted with the support that RVA provided. RVA delivered key input in managing the many contractual and stakeholder interfaces that existed and their focus on client satisfaction was impressive. By introducing their specialist knowledge and experience, RVA added value and assisted us in bringing the project to a successful completion.
